A Montgomery County man, arrested earlier this year for stealing the underwear of a woman he was allegedly stalking, was charged this week with using a hidden camera to film up the skirt of another woman at the King of Prussia Plaza.
Kornwell Chan, of Dresher, was spotted at the Plaza near Lord Taylor on Sunday, May 13, by an undercover officer who noted Chanâs resemblance to a suspect wanted in a up-skirting incident at the nearby J.C. Penney in September 2011, said Risa Vetri Ferman, the Montgomery County District Attorney.
Upper Merion police officers stopped Chan inside the mall and discovered he was carrying a bag with a camera secreted inside it.
Officers reviewed the footagewhich showed Chan following a woman at Penneyâs and placing the hidden camera under her skirt, showing her underwear, Ferman said.
Chan, charged Wendesday with invasion of privacy and related counts, was ordered to be held on $500,000 bail.
Chan was previously charged in January with counts of burglary, criminal trespass, stalking and related counts in a separate incident. Chan allegedly had aggressively pursued met a woman at the Oreland train station. After the woman sought ways to avoid him, he broke into her house stealing only her bras and panties. While inside the house he turned all the family photographs of her face-down with the exception of her portrait.
A preliminary hearing before Magisterial District Judge William I. Maruszczak is set for 10 a.m. at 485 South Henderson Road in King of Prussia.
A nanny has been jailed after she was caught on a hidden camera shoving a soiled baby wipe down a baby’s throat.
Elvira Talavera Perez was also secretly filmed by a ‘nanny-cam’ dropping a soiled diaper on the 10-month-old boy in her care.
The 43-year-old had been hired by a family in Las Cruces, New Mexico, in July 2011 to look after their newborn son.

But after five months they noticed jewellery,including gold chains and earrings, had gone missing from their home.
The parents and set up a hidden ‘nanny-cam’ inside their bedroom to see if Perez was responsible for the alleged thefts.
Police said the parents expected to catch Perez stealing items but were horrified to see their son allegedly being abused.
Investigators said the video showed Perez shoving a soiled wipe into the baby’s mouth.

On another occasion she is alleged to have dropped a soiled diaper on to the baby’s face as he lay on the changing mat.
The tapes also showed Perez, who also uses the name Elvira Torres, taking items of jewelry from the parents’ bedroom.
The father handed the tape to Las Cruces police who launched an investigation into the alleged abuse.
Perez was arrested after a two months investigation and is being held at the Dona Ana County Detention Center on a $30,000 bond.
She had been charged with three counts of negligent child abuse.

MANILA, PhilippinesâA cleverly hidden security camera led to the arrest late Monday afternoon of an aspiring store manager who allegedly pocketed some P250,000 in cash earnings of a restaurant in Manila, police said.
The manager-in-training of the Classic Savory Restaurant inside the SM San Lazaro Mall in Manila was caught on closed-circuit television footage taking money late Sunday night from the restaurantâs vault and stuffing the bills inside the pockets of his pants.
The damning video led to the manâs arrest at around 5 p.m. Monday by operatives of the Manila Police District Theft and Robbery Section who caught up with him in his Caloocan City home. Although none of the stolen cash was recovered, the man was charged with qualified theft at the city prosecutorâs office on Tuesday.
Inspector Jimmy Labarda of the MPD Theft and Robbery Section said that the alleged robbery happened at around 9 p.m. Sunday while the restaurant employees were closing the store.
âIn the video, (the management trainee) positioned himself behind the counter where the cash vault was concealed underneath. He kept on looking around and watching the restaurant manager who was standing across him and had his back turned, giving out instructions to other employees. (The trainee) then started taking money from the vault and stuffing it inside his pants pockets,â Labarda told the Inquirer.
The theft of two daysâ worth of the restaurantâs earnings of P251,000 was discovered on Monday morning, prompting store officials to review CCTV footage of the previous day. After viewing the video, Classic Savory Restaurant area manager Ellen Zaldivia sought the help of the MPD Theft and Robbery Section.
âHe (trainee) probably did not know there was a CCTV camera. He has only been employed in the restaurant for a month,â Labarda pointed out, adding that despite the security camera footage taken of him, the suspect denied stealing the money.
